It's called speed tape. It's FAA approved. If not applied correctly, it can peal back and make a loud thumping noise. Not a big deal.
Over blown by a newpaper what do you expect and the head line on the story is just short of crazy too.
The duck tape didn't adhere probably because of the feathers...
