Under the, "I don't get it" heading, wasn't the pipeline marked? Isn't there a utility in NZ that goes out at a person or companies request and locates and marks underground utilities? In California, a phone call to 811 will get a tech out within a day to mark lines. It's low cost or free. If you use the service, and still hit a line, then the utility vendor has to pay for all repairs. Bet they wished they'd marked those lines now.
