17 out of 70 is quite a high number. How many did AA, UA and DL have same period?
Just doing a quick survey on Aeroinside.com - 17 for Allegiant - 66 incidents for AA in 2015. I'm no fan of Allegiant, but - stuff breaks.
Possible research project: incident frequency by flight, air miles, company, aircraft, aircraft by age. Then same stats over time.
