The last part of the story says that they were FAA approved after documentation was provided. Why are they now fining them 12 million saying they weren't, and that was in 2009.

You know they will reply to the notice and maybe get the fine waived. As we know, when dealing with FAA, you're guilty until you prove innocence. Maybe FAA is hoping they won't reply! Lol

Is this "outsourced" maintenance?
Even though the article says it was a Seattle based company doing the maintenance, I suspect the jets were physically South of the US border where the work was accomplished.

Well, it was outsourced, but it apparently was in Everett as FAA did go on site and they do not go over borders on routine basis. Nothing in story to cause your suspicion.

I am not surprised, and any of you who have seen my previous posts that SWA has issues in the maintenance department... I have been saying it for years.
