The urgency of this modification has been reduced as Israel has developed allies in the Sunni Arab world with the Trump mediated accords. They are essentially partnerships to oppose the Shias of Iran. Israel has to defend against attack from the Gulf States and likely will have bases to refuel as they had in Saudi Arabia in the past.
