COVID-19: EASA Lists Airports with High Infection Rates

I do not understand the purpose of this report. I had hoped for information on risk levels at each airport - particularly those with high transfer numbers. But the EASA only conflates data (see link below) from countries, WHO etc. with the usual caveats about data reliability, given inconsistent systems in different countries. The report seems tod risk-rate airports by their location. So all airports are listed for high-risk countries (e.g. Belgium, most for UK). There is no information on airport-specific risks, such as where people are arriving from high-risk countries and transferring to other flights.
