The FAA has threatened to levy a $435,000 fine against the United Airlines because it allegedly operated a plane that regulators believe wasn’t in “airworthy condition.” United mechanics replaced a Boeing 787’s fuel pump pressure switch on June 9, 2014, according to the FAA, in response to an alert from the flight crew. This is dumb.

Clearly, the FAA didn't like the sign off. If fuel pressure switch didn't work after being replaced, a flight crew would have wrote it up again. That is 23 successful system checks.

If the FAA truly believed the aircraft was not airworthy, why didn't they have the cajones to ground the aircraft using the power vested in them by the US Gov't? Shouldn't the FAA be fined for failure to maintain safety?

There are multiple fuel pumps in multiple fuel tanks. The aircraft was never un-airworthy. Not even in a legal sense.
