Sounds like it may be contract time or similar. With so many in house CCP/TRE/TRI 's functioning at a high level of competency, it may well be that the major airlines are doing a great job at oversight. Also, explains why most of these inspectors are out of currency, it just costs way too much to bring yhem up to speed for little return on investment.
