Aviation industry needs time to upgrade flight recorders

Then the solution is easy, take a parallel output and transmit the information to a ground station where it is recorded. Too many flights to track then how come Twitter and Google etc keep track of ALL their "members"
It aint about the technology. It's about the cost. The airlines have been notorious for fighting new tech. if it has only a safety benefit. A coincidental ops. benefit and the sell is much easier. And every box installed is more weight, again, more cost.
but does ACARS not already have a partial system that could just need to be strengthened. and what are the costs compared with the search cost already incurred on the Malaysia and Egypt Air for example
I can't directly answer the question, but to this observer, safety upgrades for the airlines have been regulatory driven while efficiency, cost upgrades have been industry driven. JMHO And keep in mind, the airlines are not footing the bill for the search efforts, nor do they foot the bill for routine S&R and accident investigation. The insurance industry and everyone else pays for their misfires.
