some of the residents are saying it smelled, and some are saying it was a leak. Funny it is allll white,, no blue residue to be seen

Weather was overcast with rain earlier in the am. Winds 0-7 previous hour. It couldn't have blown in from elsewhere. Pristine white sounds like it may have been 'unused'.
How long before it separates in the tank? Something smells about this.
