Toronto politics are sharply divided between the socialist/liberal faction and the conservative/development faction, the latter supported and led by Mayor Ford. Many of the votes will be personal entirely unrelated to logic, benefit or negative outcome, but only personal hatred between these groups. Ford just won a court victory over the socialists that tried to remove him from office...there will be lots of payback to go around.
Is there going to be enough payback there to increase that runway length to 5 grand or better. It seems a tad on the short side right now.
They want to stick 168 meters on each end (total 1102 feet)which will take it over 5K....almost 5100 feet. At full weight they claim 4800 foot take off run for the C100 and Toronto to Hamilton for the C300. Not much room for error or decision making. If they cheat a little and build more to the west there will be fewer granola types to noise disturb. London City is only ~4900 feet and needs a steep glide slope.
On the other hand the traffic they are chasing is the business class. Porter removed seats from their Q400s to get in and out of there. If they outfitted them in 2 by 2 configuration for half the plane or more they could save lots of weight while attracting the business from Calgary, Edmonton and Vancouver willing to pay a little more to avoid YYZ.

Yeah that's right on the nub at MTOW, and MLW is about 4450. That will be tight if they load that heavy. ttyl

Sounds like it will be good and testy but it kinda sounds like Mr. Ford will have his way. lol
Just another added note, 5 grand shouldn't be too bad. KRUE over here by me has 5200'. All kinds of RJ's in/out all the time, both belonging to local industry and transient. A a matter of fact, the did that same type expansion back in the 90's and it was the deciding factor on getting 1 plant located there. A pilot has to be on their toes but it shouldn't be a problem, and to boot, flying in/out on a regular basis, they'll get used to it and do strange things as normal.LOL
Two other issues there. Weather is first and snow/ice tend to "shorten" runways and not a real factor at KRUE or LCY.

They can all make the 5K at light enough weight to still make Boston, NY, Chicago and Atlanta. From LCY they reach Barcelona and Madrid quite comfortably and of course the BA flight stops at Shannon, Ireland on its way to New York.

That can be challenging. I guess instrumentation comes into play as well as far as approach, and there will always be some hot dog try it when they should divert.lol
