That offshore jackup drilling rig looks much like a Keppel FELS design and build to me. This view shows the stern of the "hull" with the back of the drilling package extended out over the stern. The heliport, which is almost obscured from view, is located on the bow of the hull structure. This huge offshore jackup rig was likely constructed at KFEL's yard in Singapore.

The helicopter would be used for crew changes and clearly shows to be equipped with emergency inflatable marine flotation equipment under each door on the port side of the fuselage for over water flights. Same would be on the starboard side of this a/c.
