When you work for a airline in the US the FBI is suppose to do a background check on you.

Who is doing the background checks at these foreign maintenance bases?

As a aircraft mechanic in the US we have random drug testing. Do the foreign maintenance bases do random drug testing?

The FAA has total access to any airport. They can walk into the hanger unannounced to check anything. (See if you are using the maintenance manual, have the correct tools, etc.) When the FAA wants inspect a foreign maintenance base they have to get permission first.

Just because FAA doesn't say there is a problem doesn't mean there isn't one.

It has been reported that some overseas 'technicians' can not read, write, nor speak English. The Maintenance manuals are all printed in English as English is the International language of aviation.
