Vietnam Airlines flight lands on under-construction runway

Too bad the Captain didn’t read the Notams for VVCR prior to accepting the flight as the new runway was restricted to military ops and that ONLY 300m were available, however a portable X with lighting should have been in place.
Had the reduced landing distance been published for military ops. the lighted X would be inappropriate as it typically means a closed runway to all. The Notam part is completely correct. JMHO. And no, I don't know what TERPS means in Vietnam.
