Jammed elevator cited as factor in Ameristar MD-83 accident

A jammed elevator appears to have contributed to the March runway overrun of an Ameristar Air Cargo Boeing MD-83 in Michigan, according to the National Transportation Safety Board. The MD-83 was carrying the University of Michigan's men's basketball team on charter flight 9363, heading to Washington Dulles International airport for the Big Ten college basketball tournament. Could that damage have been caused by the control surfaces bouncing around in the high winds that day? If that aircraft would have become airborne the accident could have been much worse.
The close up photo in the article of the damaged control linkage is significant.
