The Airways Facilities "technicians" (we called them AF Techs) could have offices in the tower building at Midway. It looks like a pretty big building and it would not be unusual for AF and controllers to share building space.

LOAs are in place for if an ARTCC goes down that adjacent ARTCCs can extend their borders to cover. That's what happened when wildfired got all the way up to Palmdale, and ZLA had to evacuate. ZOA and ZAB extended their borders to cover the airspace.

Now, if more than two adjacent sectors goes down, that's a different story. if ZMP and ZKC goes down, that's basically the border with Canada all the way down to Oklahoma City. the adjacent sectors (ZLC, ZDV, ZFW, ZME, ZID, ZOB, and ZAU) would extend their borders to help, but if ZDV were to go out, that's basically Tuba City to Buffalo that would be out.
